Fluorescent lamp ballasts that have been in use for over 40 years may contain highly toxic PCBs (polychlorinated biphenyls). The PCB Special Measures Law, revised in 2016, mandates the disposal of PCBs within a specified timeframe. Violations of this obligation can result in improvement orders, penalties, and enforcement actions. The disposal cost for ballasts containing high concentrations of PCBs is approximately 100,000 yen per unit, making it quite expensive. Rejenn offers a thorough investigation and assessment of the PCB content in the ballasts used and stored by our customers, conducted by specialized workers with high sorting expertise and skills. We will disassemble ballasts that contain PCBs as much as possible and properly sort the waste by concentration, significantly reducing disposal costs for our customers. We also handle all complex registration procedures with JESCO, a facility for high-concentration PCB treatment, as well as leakage prevention measures at the work site, coordination with disposal and collection transport companies, and administrative reporting to local governments—all as a one-stop service. We will clean and neutralize transformers with PCB concentrations in insulating oil ranging from over 0.5 ppm to 5000 ppm (0.5%). A mobile processing unit will be brought to the storage location, connected to the transformer, and cleaning will be performed in a closed system, eliminating concerns about PCB leakage, dispersion, or worker exposure. After neutralization, cutting and dismantling can be done at a low cost. Additionally, the materials from the cleaned transformers can be recycled as valuable metals, preventing the loss of precious resources. At Rejenn, after research and development to meet strict domestic standards and through demonstration testing, we received recognition in October 2015 from the PCB Treatment Technology Research Committee, stating that our processing system allows for the decomposition and removal of PCBs in insulating oil and the cleaning of PCBs that have seeped into or adhered to the transformer’s container and materials. The PCB Special Measures Law, revised in 2016, mandates the disposal of PCBs within a specified timeframe. Even for PCB-contaminated transformers currently in use, it is necessary to cease usage and dispose of them within the disposal period, and strict measures such as improvement orders, penalties, and forced execution are expected to be imposed for violations. Rijen has developed the HED system, which connects transformers to processing equipment, enabling highly efficient oil extraction and replacement of PCB-contaminated insulating oil with non-PCB oil. This ensures reliable oil extraction and replacement. Since the work is conducted in a closed system, there is no risk of workers being exposed to PCBs or of PCB dispersion or leakage. The size of the processing equipment is among the smallest in the industry. It can be used for transformers located in basements of buildings with restricted access routes or in areas where vehicles and heavy machinery cannot easily enter.
