The labor shortage in the construction and civil engineering sectors has become serious, prompting the Ministry of Land, Infrastructure, Transport and Tourism to specifically promote the introduction of a new system for "price transfer in the construction industry, utilization of ICT, and rationalization of dedicated engineers."
While efforts are being made to relax the obligation to appoint dedicated personnel with requirements such as the use of IT, many small and medium-sized enterprises face challenges such as:
"I don't even know how IT can be utilized in the first place."
"Only large companies' initiatives are highlighted, making it hard for small and medium-sized enterprises to envision IT utilization."
"There are no IT personnel available."
As a result, the barriers to IT utilization are high (and difficult to visualize) in the field.
Utilizing IT is not a leap forward; it is essential to change "the tasks at hand, within a manageable scope, without overextending."
Not long ago, IT implementation was synonymous with having IT personnel take on that role, but with advancements in technology development, including no-code solutions, personnel on-site can now promote IT implementation.
