The leniency system (reduction of penalties) established by the Japan Fair Trade Commission has gradually accumulated usage records since the introduction of the investigation cooperation reduction system in the 2019 amendment, and the utilization rate of the leniency system in cases subject to administrative sanctions for cartels and other violations is also at a high level.
