Vol. 187 Will the sewage fee system change due to population decline?

On January 29, the Ministry of Land, Infrastructure, Transport and Tourism held the third meeting of the "Study Group on the Management of Sewage Systems in the Era of Maintenance and Management under Population Decline." I looked into what topics were discussed in the first two meetings.
In the water supply business, due to the spread of water-saving devices and population decline, the amount of water sold has been on a downward trend since peaking around the year 2000, and it is projected to decrease to about two-thirds of the peak level by around 2050.
In sparsely populated areas with small-scale organizations, the usage fees tend to be higher due to the low population within the service area, while large-scale organizations in areas with a high population are managing well, with usage fees significantly below the requirement of 3,000 yen (per month/20 liters) for financial measures.

In order to understand the actual state of the fee system for public sewerage projects nationwide, the Ministry of Land, Infrastructure, Transport and Tourism conducted a survey from September to October 2019 for one month. Out of 1,893 target entities, 1,554 responses were collected. Regarding the current fees, only 21.8% of organizations have revised their fee system within the last five years, while 57.2% have not revised their fees for over ten years.
