Additionally, some ordinances may have a broader scope of application for soil contamination investigations than the Soil Contamination Countermeasures Act. For example, under the Tokyo Metropolitan Environmental Protection Ordinance, when a factory or designated work site is discontinued or removed, not only current but also past harmful substances handled are subject to investigation, and land alterations of 3,000 square meters or more are also subject to investigation.
