This prevents the shield gas from running out during welding and notifies you when it's time to replace the cylinder. The alarm sound is not very loud, so you won't be startled when it activates. You are warned in advance so that you don't have to interrupt your work immediately, allowing you to check the residual pressure of the regulator after finishing your work and replace the cylinder.
