There was no established rule for evacuation actions based on the understanding of water levels upstream of the river and specific numerical settings, resulting in evacuation actions during flood disasters being left to individual judgment, leading to the introduction of "ZEROSAI." After its implementation, notifications of danger were effectively communicated through emails and disaster prevention lights when water levels upstream of the river rose, allowing workers to take swift evacuation actions.
