■Regarding the exemption from underground tank leakage inspection If a high-precision oil level gauge is installed in the tank and functions effectively as a constant monitoring device, and if the tank is installed within a tank room or has an FRP inner lining, then leakage inspection of the tank is not required. However, inspection for leakage in the piping is necessary. ■Regarding the exemption from underground buried piping inspection By installing resin double-walled piping equipped with sensors that detect minute leaks of hazardous substances, constant monitoring can be achieved, and inspection of the piping is also not required. *This corresponds to the provisions described in Article 62-5-3, Paragraph 1, and Notification Article 71-2, Paragraph 2, which state that measures have been taken to detect minute leaks of hazardous substances (by installing high-sensitivity sensors) and to prevent the diffusion of such leaks (through resin double-walled piping). ■Regarding the replacement from steel pipes to resin piping Resin piping has the advantage of excellent mechanical properties (such as elongation and bending), as well as superior seismic resistance and corrosion resistance, eliminating the need for anti-corrosion measures. On the other hand, externally coated steel pipes have high strength but are inferior in elongation and bending, requiring welding joints and anti-corrosion measures for cut pipe sections.
