PFOS stands for perfluorooctanesulfonic acid, and PFOA stands for perfluorooctanoic acid. Both PFOS and PFOA are persistent organic fluorinated compounds that are hardly biodegradable and remain in the environment for a long time. They possess unique properties such as water repellency, oil repellency, chemical resistance, and stability, and are widely used in applications such as water and oil repellents, surface treatment agents, surfactants, anti-reflective agents for semiconductors, metal plating agents, anti-fouling agents, cleaning agents, release agents, emulsifiers, fire extinguishing agents, and coating agents. The persistent organic fluorinated compound PFOS is regulated under the Stockholm Convention on Persistent Organic Pollutants (POPs), and in Japan, it is designated as a Type 1 specified chemical substance under the Chemical Substances Control Law. Additionally, PFOA is designated as a Type 1 monitored chemical substance under the same law and is subject to REACH regulations along with other organic fluorinated compounds. The list of restricted substances under the REACH regulation has been amended, and PFOA and its salts are now subject to regulation, requiring exports to the EU to demonstrate compliance with these regulations.
