The "MP-RX63N/FPGA-01" is a general-purpose compact microcontroller + FPGA board equipped with the Renesas microcontroller "RX63N" and the Altera FPGA "Cyclone IV." The FPGA configuration device has sample I/O circuits (I/O, RAM access) written to it.
