In Japan, there are few manufacturing plants for masks, and we rely on overseas production; most masks distributed domestically are made abroad. Additionally, there are concerns about the outbreak of pandemics caused by various viruses overseas, and once a pandemic begins, countries (especially those that produce masks) prioritize their own needs, halting imports of masks to Japan, which inevitably leads to a shortage.
