Regarding the obligation to maintain and preserve records by businesses that generate specially controlled industrial waste, it was previously necessary to include matters related to the outsourcing of transportation or disposal. However, with the amendments to the Waste Management Act and related regulations in 2010, the statutory items required in the records were changed, and it is no longer necessary to include matters related to the outsourcing of transportation or disposal. Even for businesses that generate specially controlled industrial waste, if they process all of it through outsourcing without conducting their own transportation or disposal, it can be said that recording in the relevant records is no longer required.
