When chromium is present in stainless steel at 10.5% or more, rusting hardly occurs in general environments* (excluding coastal areas and environments exposed to chemicals). This is because the chromium in stainless steel combines with oxygen in the atmosphere to form a "passivation film," which coats the surface like a protective layer, preventing direct contact between the base metal and oxygen. By the way, this passivation film is incredibly thin, measuring only 1 to 3 nm (0.000001 to 3 millimeters), so it is naturally invisible to the naked eye.
