When he returned to Osaka, he decided, "We will build a factory in the forest in Bibai, Hokkaido. The extrusion industry in the era of high economic growth needs a large area of land." His thoughts were nothing compared to the true pioneers who undertook the development of Hokkaido, the "industrial settlers." However, it was not that simple. When he sought financing from the national organization for coal-producing area promotion, the founder, who started the business after turning 60, was not granted any loans. Thus, the founder's eldest son, the second president, was called upon, and he made a promise to the head of the financing department, saying, "We will accomplish this in Bibai, Hokkaido, and we will not withdraw as long as we have our eyesight." Somehow, they managed to secure financing, and construction of the factory began. However, construction was soon interrupted by the oil shock. After restarting construction, they eventually began operations at the Bibai factory, but they did not originally have customers in Hokkaido, and their debts continued to increase. Nevertheless, the second president met various people both inside and outside the company, received help, and accomplished the founder's seemingly impossible demands: "Debt-free management, maintaining a capital ratio of over 50% for companies that survived the Great Depression, and abolishing promissory notes." Furthermore, he helped establish a free-spirited manufacturing culture and technology alongside his predecessors.
