Starting in April 2026, the "Law on the Efficiency of Goods Distribution (Logistics Efficiency Law)" will require designated shippers to create medium- to long-term plans, submit regular reports, and appoint logistics managers. Tokei Densan will support shipper companies in complying with the Logistics Efficiency Law through three areas: delivery management, pallet management, and inbound/outbound inspection. ■ What is the Logistics Efficiency Law? Initiatives Required from Shipper Companies From April 2026, shippers handling over 90,000 tons of cargo annually will be designated as "specific shippers" and will be subject to the following obligations: - Creation of medium- to long-term plans (plans for initiatives aimed at logistics efficiency) - Regular reporting (annual reports on waiting times and loading/unloading times, and the status of initiatives) - Appointment of a logistics manager (appointed from the management level) Additionally, all shipper businesses are required to make efforts in the following areas: 1. Improvement of loading efficiency (ensuring lead times, leveling fluctuations in busy and slow periods, consolidating delivery dates) 2. Reduction of waiting times (introduction of truck reservation systems, etc.) 3. Reduction of loading/unloading times (promotion of palletization, introduction of transport equipment, utilization of pre-shipment information) If initiatives are deemed insufficient, guidance, advice, and recommendations may be issued by the government, and violations of orders could result in fines of up to 1 million yen.
