According to the JIS standards, which are one of Japan's national standards, the definition of a forklift is "a vehicle equipped with a mast that raises and lowers forks," and in this regard, a reach stacker, which does not have a mast, is not classified as a forklift. Therefore, operating a reach stacker does not require a forklift license (completion of driving skills training) like a top lifter does.
