When using a photometer for measurement in transactions or certifications, it is mandated by the Measurement Law to use a photometer that has passed inspection. In the Measurement Law, "transaction" refers to any business act aimed at providing goods or services, regardless of whether it is for compensation or not. Additionally, "certification" is defined as publicly or in business declaring that certain facts are true.

(Restrictions on Use) Article 16
Items that fall under any of the following categories (omitted in parentheses) must not be possessed for use in legal measurement units in transactions or certifications (omitted in parentheses):
1. Items that are not measuring instruments
2. Specific measuring instruments other than those listed below
i. Specific measuring instruments that have undergone inspection conducted by the Minister of Economy, Trade and Industry, the governor of a prefecture, the Japan Electric Measuring Instruments Inspection Institute, or any entity designated by the Minister of Economy, Trade and Industry (hereinafter referred to as "designated inspection agencies") and have been marked with the inspection certificate seal as specified in Article 72, Paragraph 1.
