What is PCB? PCB stands for Polychlorinated Biphenyl, which is an artificially created chemical substance that is primarily oily in nature. It is characterized by its difficulty to dissolve in water, high boiling point, resistance to thermal decomposition, non-flammability, and high electrical insulation properties. Additionally, due to its chemically stable nature, it has been used in various applications such as insulating oil for electrical equipment, heat transfer fluids in heat exchangers, and non-carbon paper. However, due to its property of easily dissolving in fats, it gradually accumulates in the body and has been reported to cause various symptoms. As a result, both its production and import are currently prohibited. PCB-containing coatings It is known that PCB was added as a plasticizer in some chlorinated rubber-based paints. These paints were used for coating steel structures such as bridges and buildings during the period of rapid economic growth, and now, these structures are at a point where repairs or renovations are needed. In October 2019, the "Measurement Methods for Low Concentration PCB Containing Waste (4th Edition)" was published by the Ministry of the Environment, which specifies that the analysis method is limited to measurements using mass spectrometers such as GC/HRMS.

What are dioxins? Dioxins is a collective term that includes polychlorinated dibenzo-p-dioxins (PCDD), polychlorinated dibenzofurans (PCDF), and coplanar polychlorinated biphenyls (co-PCB). There are 75 types of PCDD, 135 types of PCDF, and 12 types of coplanar PCB isomers, each with varying toxicity. Toxicity of dioxins Among the 29 types of toxic dioxins, the toxicity varies for each. The most toxic, "2,3,7,8-tetrachlorodibenzo-p-dioxin," is assigned a value of 1, and the toxicity of other dioxins is expressed relatively in comparison. This relative coefficient is called the Toxicity Equivalence Factor (TEF). The analysis results are the sum of the toxic equivalents (TEQ) for each isomer, calculated by multiplying the measured concentration for each isomer by its Toxicity Equivalence Factor (TEF).

**Soil Analysis Based on the Basic Environmental Law** The environmental standards for soil under the Basic Environmental Law do not apply to soil related to places where contamination is clearly recognized as being solely due to natural causes, as well as to sites for the accumulation of raw materials, landfills for waste, and other designated items, where substances are currently being collected for the purpose of utilization or disposal. **Soil Analysis Based on the Soil Contamination Countermeasures Law** The Soil Contamination Countermeasures Law stipulates that soil investigations must be conducted in response to land alterations of a certain scale or the cessation of hazardous substance handling businesses. If contamination is discovered, measures such as decontamination are to be taken based on the judgment of the prefectural governor, in order to prevent harm to human health. **Flow of Soil Contamination Investigation** Soil contamination investigations must be conducted by designated investigation agencies. The investigation is divided into phases 1, 2, 3, and 4, and it is mandatory to report the results to the prefectural governor.

Water discharged from facilities with specific installations is required to be released at concentrations below the wastewater standards. The substances specified in the wastewater standards are broadly classified into two categories. One includes items that may cause harm to human health (health-related items), and the other includes items that indicate pollution levels (living environment items). 【Water Quality Testing Based on the Sewerage Act】 The Sewerage Act applies when discharging wastewater from facilities with specific installations into public sewer systems. 【Water Quality Testing Based on the Septic Tank Act】 Discharge from septic tanks is regulated by the "Septic Tank Act." There is a "Article 7 Inspection" that must be conducted within five months after three months of use, and an "Article 11 Inspection" that is conducted once a year. 【Environmental Water Analysis】 Environmental water refers to natural water in the environment, such as groundwater, river water, lake water, and marine water. Environmental standards regarding water quality pollution are established for these waters.

【Water Supply and Simple Water Supply】 The water supplied by water service providers is subject to inspections mandated by the Water Supply Act. 【Drinking Water Quality Inspection】 Specific buildings such as entertainment venues, stores, offices, and schools with a certain floor area must conduct drinking water quality inspections. 【Reused Water Quality Inspection】 Water used for irrigation, landscaping, cleaning, and flushing toilets, which includes recycled wastewater, rainwater, treated sewage, and industrial water, is referred to as reused water. This reused water must be supplied after necessary sanitary measures are taken. 【Water Tank Cleaning】 For water storage tanks with an effective capacity exceeding 10㎥, it is mandatory to clean the tanks once a year and conduct water quality inspections three times a year (once every six months × 2, and once for 12 disinfection by-products between June 1 and September 30).
