The Iinari-Tōmura area is located at the southern tip of Izumo City in Shimane Prefecture, consisting of two settlements: the mountainous regions of Ueji and Kayano, and the flat lowlands of Iinohara, Kurihara, and Higashihongō, where community development is carried out through agriculture. In recent years, the heat has increased, and the aging population has progressed, making it impossible to carry out any agricultural work during the summer. Additionally, there was a serious incident where one person unfortunately passed away inside a greenhouse, which was a very grave issue.
