**Lecture Overview** In recent years, the United States has faced challenges such as delays in connecting large loads like data centers (DC) to the grid due to a rapid increase in demand. There are also voices expressing that it is unreasonable for existing customers to bear the costs of infrastructure development for DCs. Furthermore, a problem has arisen where DC operators, who dislike connection delays, apply for connections at multiple locations simultaneously and establish themselves at the first location where a connection is secured, leading to the phenomenon of "phantom demand." On the other hand, there are movements to alleviate the burden on the grid by requesting load reduction from DCs during peak times or emergencies, but this approach has its own challenges.
