**Lecture Overview** In order to achieve carbon neutrality (CN) by 2050, the reduction of greenhouse gases is also required in Hokkaido. In this context, the Development Bank of Japan and the Japan Economic Research Institute aim to promote the sustainability of Hokkaido's dairy industry through the introduction of livestock biogas plants and the utilization of biomethane, as well as to achieve CN through regional energy transitions and realize economic circulation through local production and consumption of energy. In March 2025, they published the "Hokkaido Livestock Biomass Survey Report."
