【Lecture Overview】 In Shizuoka City, the city's forests are classified under a new concept as "Environmental Forests" and "Circular Forests," promoting appropriate forest management based on the public utility functions of the forests. However, "Environmental Forests" are difficult to access, have not been logged, and do not provide income from timber production, leading to inadequate forest management. To address this, Shizuoka City is establishing a new mechanism for economically evaluating the public utility functions of forests by creating carbon credits, and by returning the income from the sale of these credits to forest owners, it encourages proper forest management even in Environmental Forests where forestry is not viable.
