Regarding the postponement of the mandatory implementation of India BIS (Scheme X) certification.

According to the notification from the Ministry of Heavy Industries (MHI) dated June 12, 2025, it has been changed (postponed) to September 1, 2026.

On August 28, 2024, a notice was issued regarding the "Safety Regulations for Equipment and Electrical Appliances (Comprehensive Technical Regulations) 2024," announcing a revision notice "OTR Revision 2025" that postpones the enforcement start date from the previously scheduled August 28, 2025, to September 1, 2026, for approximately one year. For the regulated items, the application start date for equipment and electrical appliances will begin on the aforementioned September 1, 2026, while the application start dates for the following will be announced separately: - Assembly items - Sub-assembly items - Components Additionally, details regarding the treatment of components and other items are expected to be announced in the future. OTR mandates the acquisition of certification from BIS (Bureau of Indian Standards) for a wide range of equipment and electrical appliances distributed domestically, or the acquisition of a Certificate of Conformity (CoC) in accordance with "Scheme X," and compliance with the safety standards specified by OTR.

Radio Equipment Directive (RED) Cybersecurity Requirements Harmonized Standard Release

Official announcement of the EU's Packaging and Packaging Waste Regulation (PPWR)

On January 22, 2025, the new Packaging and Packaging Waste Regulation PPWR (EU) 2025/40 was announced in the Official Journal of the European Union!

The content amends Regulation (EU) 2019/1020 and Directive (EU) 2019/904, and repeals Directive 94/62/EC. It will come into effect on February 11, 2025, and will be applicable from August 12, 2026. This signifies a significant change in the approach to product compliance related to packaging and waste management, with the PPWR mandating a conformity assessment of packaging that culminates in an EU declaration of conformity. Notably, Article 12 outlines a blueprint for future packaging labeling requirements. The European Commission is tasked with presenting implementing acts by August 12, 2026, to establish a harmonized labeling system. These requirements extend to the specifications and formats of packaging labels, including those created through digital means, and must utilize standardized open digital labeling technologies to display any substances of concern (SoC) defined in the Eco-design Framework Regulation (EU) 2023/1542 if they are included in the packaging, as defined by future legislation. (Announcement of Free Seminar) 4/18 (Thu) Revision of Machine Safety and Group Safety Standard ISO 13849-1, 5/17 (Fri) Basics of EMC Testing Preparation

On November 30, 2023, the International Organization for Standardization (ISO) issued the revised version 4 of ISO 13849-1. As one of the most important standards in the group of international standards for machine safety (Type B standards), "ISO 13849-1" specifies the design principles for safety-related parts of control systems. This standard evaluates the safety performance of control systems in terms of Performance Level (PL) as a condition to determine whether it is appropriate to implement risk reduction using control systems after conducting a risk assessment of the machinery. It stipulates that the PL must be at least the required PLr to reduce risks. When placing machinery on the market in Europe (EU), it is necessary to comply with the Machinery Directive (which will become the Machinery Regulation in 2027), and the harmonized standard EN ISO 12100 outlines the procedures that must be considered when conducting risk assessments and risk reduction for machinery. Recently, there has been an increase in inquiries, and it has been decided to hold a seminar on April 18 (Thursday) in Otemachi, Tokyo, inviting experts to discuss the overview and changes of this standard, as well as risk assessment for machinery.

Release of the Overseas Certification PRO Mechanical Regulations (2023/1230/EU)

Original text: Machinery Regulation (2023/1230/EU) A significant change is that the current Machinery Directive (2006/42/EC) has been updated to address many issues related to recent technologies (such as AI (Artificial Intelligence), cybersecurity (cyber resilience), and online sales) that it does not fully cover. This includes the addition of requirements and changes in the chapter structure to align with other CE marking directives. Furthermore, the purpose of transitioning to the Machinery Regulation (2023/1230/EU) is to address the technological advancements since the Machinery Directive (2006/42/EC) was amended on December 29, 2009. The current Machinery Directive (2006/42/EC) has not kept pace with recent technologies (such as AI, cybersecurity, and online sales), leading to inconsistencies (inappropriateness, inconveniences, ambiguities) and issues such as inconsistent market surveillance.
