The "OWL-3S" is a wind speed meter with an alarm, consisting of a cup-type pulse transmitter and a digital LCD indicator. The transmitter converts the rotation of the wind cups into a pulse signal using a light sensor, which is then sent to the indicator superimposed on the power supply.
