To remove oils, varnishes, paints, etc., adhering to the items being cleaned, we use "strong alkaline chemicals"; to remove rust, mill scale, welding scale, etc., we use "strong acidic chemicals"; and to prevent re-rusting, we use "weak alkaline chemicals."
