While custom production allows for sizes that meet customer specifications, it typically involves long lead times and minimum production lots of several thousand pieces (which varies by size). As a result, customers who only use a few hundred bags a year may take several years to use up a single lot. If they become long-term inventory, the quality will inevitably decline, which goes against the demand for quality improvement in today's market.
