The PCB ASSY SMT Reflow Cleaner can be used to remove baked-on flux. It is water-soluble and fully RoHS compliant. Considering the environment, it is free of IPA, fully biodegradable, and significantly reduces VOCs (495/L), with IPA at 1000g/L. It is non-flammable, non-corrosive, and non-toxic, making it safe to use. For usage, apply it with a hand spray to the area where you want to remove the flux, and after about one minute, wipe it off while rubbing with a cloth. If the dirt does not come off in one go, repeat the process in the same manner, and if the dirt is severe, you may also try using a softer metal scrubber.
