It is a cutting tool designed to make it "easy to open" PET and PE, which are usually difficult to cut with regular hands. A "perforated blade" refers to a cutting tool where the cutting part and the non-cutting part are arranged alternately. A typical example is a series of three katakana characters resembling the letter "ha." In packaging used for ointments, materials laminated with PE (polyethylene) and aluminum are often used.
