In April 2026, the Three Principles on Transfer of Defense Equipment were revised, fundamentally liberalizing Japan's arms exports. This has increased the options available to both the government and the industry, making it easier to utilize defense equipment transfers as a political tool.
However, defense equipment transfers need to be addressed by the entire government, and the preparatory framework for this is insufficient. Amidst the changing nature of warfare, there is a need for the reconstruction of various policies.
