Ten years after the liberalization of the electricity market, the environment surrounding electricity retail operations has dramatically changed. In response, sales methods and contract management have evolved in various ways. The focus of monitoring by the Ministry of Economy, Trade and Industry's Electricity and Gas Market Surveillance Commission has shifted from merely confirming compliance with the obligation to provide written documents to substantively monitoring the content of explanations and information provided according to sales methods, as well as the appropriateness of contract procedures. Revisions to the retail sales guidelines have also been frequent.
In this lecture, a lawyer who has led practical work at the forefront of national system design and transaction monitoring will explain the authorities' focal points and changes in practice based on rich experience and the latest guidance cases. Additionally, practical issues that can be confusing will be examined through case studies, including the design of pricing menus, renewable energy labeling, methods for price revisions, the use of electronic methods in place of written document delivery, agency management, and the termination of retail supply contracts. Key points for thoroughly reviewing compliance systems will be clearly explained.
