How is the cost of water quality testing determined? Number of items and where to request it [Basic Knowledge]
Even for the same water quality test, the fee for a single sample can range from several thousand yen to several hundred thousand yen. This explains the number and types of factors that influence the cost, as well as the differences between service providers.
The cost of water quality testing is mainly determined by "which items and how many are measured for a single sample." In public health centers and municipal research institutes, testing fees are set by ordinances and regulations, and there are cases where they are published on their websites. Understanding what affects the costs before obtaining a quote makes it easier to choose the necessary tests. ■ There are 52 items, not 51! As of April 2023, the water quality standards for tap water have added PFOS and PFOA, bringing the total to 52 items. Some municipal guides still state "51 items," so it is reassuring to check whether this item is included in the complete set of all items. ■ How much does it change based on the number of items? Some municipalities have set the following fees starting from April 2023: 1. Essential 11 items for well water, etc.: 9,730 yen 2. All items of the water quality standards under the Water Supply Act (52 items): 308,060 yen Some public health centers charge 16,900 yen for the usual 12 items and 231,200 yen for the 52 items of purified water. Even when testing the same water, there can be more than a tenfold difference in fees depending on how many items are measured. Please feel free to consult with us first.

■Why are the prices for individual items different? In the municipal fee schedule, unit prices for each item are categorized based on the complexity of the analysis. Some municipalities separate the fees for individual items as follows: 1. Qualitative (taste, odor, residual chlorine): 590 yen per item 2. Simple (chloride ions, pH value, turbidity, etc.): 2,500 yen per item 3. General (metals like lead, trichloroethylene, etc.): 5,100 yen per item 4. Complex (formaldehyde, etc.): 11,900 yen per item 5. Precise (PFOS and PFOA): 40,400 yen per item ■PFOS and PFOA have high unit prices Some municipalities set the price for PFOS and PFOA at 79,900 yen per item, which exceeds eight times the set fee for the previously mentioned essential 11 items. ■Is it cheaper to choose a set? Some municipalities offer set fees for predetermined combinations that are lower than the total of the same items calculated as individual fees. For example, the total for the 12 standard items calculated as individual fees exceeds 30,000 yen, while the set price is 16,900 yen. It is worth checking whether a set will suffice before selecting items individually.

■What is different depending on the request destination? The Waterworks Act stipulates that regular water quality inspections for dedicated water supply systems can be entrusted to local government agencies or registered water quality inspection organizations recognized by the national government. ■Conditions for municipal offices While the fees at municipal offices are publicly announced, there may be the following conditions: 1. Reception days: Limited to specific days, such as twice a month. 2. Scope: Limited to water collected within the jurisdiction of that municipality. 3. Water sampling: The requester must borrow designated containers and collect the water themselves. ■Annual costs are determined by frequency! For facilities where regular inspections are mandated by law, the total cost is determined not only by the fee for one inspection but also by how many times a year and which items are measured. For example, in dedicated water supply systems, items measured once a month or more and items measured once every three months are combined. Detailed rules regarding frequency will be addressed on another page. ■Organizing the items to be measured At Torii, we offer water quality inspections along with inspections and cleaning of water storage tanks, as well as rental of devices for measuring water quality. We will work together to determine which items should be measured and how often. Please feel free to consult with us first.
