[Seminar] Recent Regulatory Trends in Software as a Medical Device (SaMD)

Ministry of Health, Labour and Welfare: Initiatives for Further Practical Application

Our company will hold a seminar on "Recent Regulatory Trends in Software as a Medical Device (SaMD)." Medical devices are regulated in their manufacturing and sales under the "Act on Securing Quality, Efficacy and Safety of Pharmaceuticals and Medical Devices." Since 2014, standalone software intended for the diagnosis and treatment of diseases has also been subject to regulation as medical devices, leading to many software medical devices receiving manufacturing and sales approvals. The Ministry of Health, Labour and Welfare aims to further practical use and international expansion of software medical devices and published the "Package Strategy for Promoting Practical Use of Software Medical Devices 2 (commonly known as 'DASH for SaMD2')" in September 2023 in collaboration with the Ministry of Economy, Trade and Industry. Various initiatives are being undertaken, including early identification of emerging seeds and the publication of review considerations. In the revised PPP/PFI Promotion Action Plan of 2023, Water PPP, a new public-private partnership method, is defined, and regarding national funding support for the reconstruction of sewage pipes, the introduction of this Water PPP will be required from fiscal year 2027, with some exceptions. As a result, municipalities responsible for many sewerage projects need to accelerate their consideration of Water PPP introduction. However, they are currently struggling to address aging infrastructure, disaster response, and efforts toward decarbonization, all while managing limited budgets and personnel. Our city plans to introduce Water PPP in fiscal year 2025, aiming to address the aforementioned challenges as well.
