Domestic law measures for PFAS do not correspond to the comprehensive regulation of PFAS under the REACH regulation. In anticipation of the REACH regulation, cleaning agents will be made free of PFAS.

The REACH regulation functions as a condition for transactions with companies within the EU, rather than simply determining "whether it can be complied with or not." Even if you are not directly exporting to the EU, if there is a possibility that components or materials are incorporated into final products and distributed within the EU, you may be required to provide explanations within the supply chain. Additionally, under the current comprehensive regulation of PFAS in REACH, it is not necessarily the case that cleaning agents are excluded simply because "they are washed away." If the possibility of residue from cleaning agent components cannot be denied, or if PFAS is used in the process, it may become a subject for confirmation and explanation. The ECHA webinar materials from May 7, 2026, also indicate a broad definition of PFAS, a high potential for residue, and the absence of safe environmental release levels. Measures against PFAS are important not only for collection and wastewater treatment but also for reviewing the use of chemicals in processes to eliminate PFAS, based on the premise of continued use and the possibility of alternatives.
