On March 31, 2026, the Ministry of Internal Affairs and Communications and the Ministry of Economy, Trade and Industry announced the AI Business Operator Guidelines (Version 1.2), and on April 6, 2026, the Ministry of Economy, Trade and Industry published the Guidelines for the Interpretation and Application of Civil Liability in AI Utilization (Version 1.0). These developments are advancing the specification of matters that AI developers, providers, and users need to address in terms of AI governance, and discussions regarding the relationship with legal liability are also progressing.
