The Ministry of Agriculture, Forestry and Fisheries held a "Study Group on Desirable Agricultural Solar Power Generation" after May 2025 and announced a new regulatory proposal in April 2026, which includes a fundamental revision of the agricultural solar power generation system.
This revision aims to (1) strengthen monitoring of both new and existing power generation projects, and (2) change the primary legal basis for new power generation projects to the Renewable Energy Act for Rural Areas, which is expected to have a significant impact on both the continuation of existing projects and the initiation of new ones.
The purpose of this seminar is to examine and discuss what kind of initiatives from both the public and private sectors are necessary to ensure the proper development of agricultural solar power generation projects, in addition to the preparatory actions needed before the regulatory revision (it is also intended to facilitate ongoing exchanges of opinions and information after the seminar).
