Notification of Specified Facilities under the Water Pollution Control Act
SK-06 | Water Pollution Control Act | Specified facility | Installation notification
When you install equipment that discharges wastewater. From checking whether it is a specified facility to filing at least 61 days before construction starts.
Among equipment that discharges wastewater, such as for cleaning, plating or reactions, installing a specified facility under the Water Pollution Control Act requires notification at least 61 days before construction starts. Prefectural ordinances may also designate equipment not covered by the national list as notifiable facilities. Installing or operating without notification is punishable. The notification describes the structure and use of the facility, the wastewater treatment method, and the volume and quality of discharged water. Afterwards, obligations such as meeting effluent standards and measuring and recording continue. Our administrative scrivener, a former chemical-company researcher, checks from equipment specifications and processes whether it is a specified facility, and prepares the notification and attachments. We also organize other environmental notifications needed for the same equipment, such as under the Air Pollution Control Act or Noise Regulation Act.

Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials. Hands-on experience also includes SDS preparation, waste liquid management and risk assessment. Because we can read structural formulas, SDSs and process flow diagrams as they are, you do not need to spend time explaining your technology. We prepare documents grounded in both science and law, and handle communication with the authorities.
