Installing boilers, drying furnaces, incinerators and similar equipment that meet the size thresholds for soot and smoke emitting facilities requires notification under the Air Pollution Control Act. Construction may not start for 60 days after the notification is accepted. Prefectural ordinances may add stricter rules. The notification describes the type and structure of the facility, how it is used and how soot and smoke are treated. After installation, emission standards must be met and emissions measured and recorded.
