Facilities that manufacture cosmetics, fill containers, label and package products, or store them before shipment need a cosmetics manufacturing license (registration if storage only). There are three categories: general, packaging and labeling, and storage only, each covering a different scope of work. Mistakes are common: even if you intend only to store products, attaching Japanese labels to imported products counts as labeling, so a storage-only registration is not enough and a packaging and labeling license is required. Each facility needs a responsible technical manager and must meet structural and equipment standards.
