Importing overseas cosmetics for sale in Japan requires a cosmetics marketing authorization holder license and a manufacturing license for labeling and storage. You also file a notification on the overseas manufacturing site (foreign notification) and a marketing notification for each product. Ingredients must be checked against Japan's Standards for Cosmetics for prohibited and restricted ingredients, and Japanese statutory labels must be prepared. Advertising claims used overseas often cannot be used in Japan.
