Preparation of Full Ingredient Labeling for Cosmetics
CC-09 | PMD Act | Cosmetics | Full ingredient labeling
We prepare full ingredient labeling from your formula in line with the PMD Act, including converting foreign ingredient names for imported products.
Cosmetic containers and outer boxes must list all ingredients (PMD Act Article 61). Rules include using labeling names, listing in descending order of content, handling fragrances and colorants, carry-over ingredients and exemptions for small containers. Even for OEM-made products, the marketing authorization holder is responsible for labeling. For imported products, foreign ingredient names must be converted into Japanese labeling names. Incorrect labeling can lead to recalls or administrative guidance. Our administrative scrivener, who has worked in cosmetics R&D, prepares draft full ingredient labeling that follows the rules from your formula or ingredient list. We also review labeling drafts received from OEM manufacturers.
