Procedures for producing, importing or selling fertilizer depend on its type. Ordinary fertilizers require registration, valid for three years (six years for types specified by ministerial ordinance). Special fertilizers and designated mixed fertilizers require notification, and businesses selling fertilizer must notify the prefectural governor within two weeks of starting sales. When you want to ship a by-product as fertilizer or have fertilizer produced at another company's plant, the starting point is deciding which procedure applies. There are also obligations on guarantee labels and record keeping.
