When manufacturing or importing a new chemical substance, a notification under the Industrial Safety and Health Act (ISHA) is required in addition to the CSCL. Hazards are investigated by tests such as mutagenicity tests, and the results are notified before manufacture or import. Since 1 July 2026, electronic filing via e-Gov has been the rule. If the volume is up to 100 kg a year per workplace, no notification is needed once a small-quantity confirmation is obtained. The confirmation is valid for two years, and the application must be made at least 30 days before the first manufacture or import based on it. Because the volume rules and deadlines differ from the CSCL small-quantity scheme (per fiscal year), companies sometimes complete the CSCL procedure and forget the ISHA one.
