Designated combustibles such as synthetic resins, combustible liquids, combustible solids, wood products and cotton are a category separate from hazardous materials. Storing or handling them above the amounts set for each item in Appended Table 4 of the Cabinet Order requires a notification under the municipal fire prevention ordinance. It is often overlooked at plants and warehouses that keep large amounts of resin pellets, packaging materials or combustible liquid raw materials. The threshold is set by ordinance. In Osaka City, recycled resource fuels, combustible solids, combustible liquids and synthetic resins are covered from the Cabinet Order amount, and other items from five times that amount. The notification is filed before storage begins, and changes in items or quantities also require a notification.
