High-pressure gas production and storage require either a permit or a notification depending on scale. Storing 300 cubic meters or more, below the threshold for a Class 1 storage facility, requires prior notification to the prefectural governor as a Class 2 storage facility (High Pressure Gas Safety Act Article 17-2). For Class 1 gases such as nitrogen, carbon dioxide and argon, 3,000 cubic meters or more, and for other gases 1,000 cubic meters or more, is a Class 1 storage facility requiring a permit. For production, a daily processing capacity of 100 normal cubic meters or more (300 for Class 1 gases) requires a Class 1 producer permit; below that, a Class 2 producer notification is due 20 days before starting (Article 5). A notification does not remove the obligation to meet technical standards.
