When a plant outsources its industrial waste to treatment contractors, the generator must conclude consignment contracts and issue manifests (industrial waste control slips). Contracts have statutory items, and rules apply such as attaching copies of permits, contracting directly with each transport and disposal contractor, and the ban on re-consignment. From January 2026, items on PRTR-listed substances contained in the waste were added. Businesses that issued manifests must report the issuance status for the previous fiscal year by June 30 each year. Violations of the consignment standards are punishable for the generator as well.
