PRTR Reporting under the PRTR Law
KC-08 | PRTR | Releases and transfers
For the annual report due 30 June. From identifying target substances and helping calculate releases and transfers to preparing the report.
Under Japan's PRTR Law (Act on the Assessment of Releases of Specified Chemical Substances in the Environment and Promotion of Management Improvement), covered businesses must report the previous fiscal year's releases and transfers of Class I Designated Chemical Substances by 30 June every year. Whether you are covered depends on your industry, number of regular employees and quantities handled; the quantity threshold is generally 1 tonne a year per substance (0.5 tonnes for Specified Class I substances). If the quantity falls below the threshold in a year, no report is needed, but the obligation returns when it rises again, so an annual check is essential. If you do not want a substance name disclosed, a special rule allows you to request notification under a category name as a trade secret. Our former chemical-company researcher identifies target substances and contents from your SDSs, helps calculate releases and transfers with documented grounds, prepares the report, and sets up a calculation sheet for the next year.

Applications/Examples of results
Typical situations: - You calculate releases in a rush every June - The person in charge has changed and last year's calculation basis is unclear - You changed raw materials and want to check for new target substances - Your quantities hover around 1 tonne, so reporting is needed in some years and not others

Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials. Hands-on experience also includes SDS preparation, waste liquid management and risk assessment. Because we can read structural formulas, SDSs and process flow diagrams as they are, you do not need to spend time explaining your technology. We prepare documents grounded in both science and law, and handle communication with the authorities. As a Class A Hazardous Materials Engineer and a 1st Grade Certified Skilled Worker of Financial Planning, we also support capital investment subsidies and business plans from the perspective of profitability and cash flow.
