Manufacturing hazardous materials at or above the designated quantity, or handling them in processes such as coating, cleaning or mixing, requires an installation permit for a manufacturing facility or general handling facility under the Fire Service Act (Articles 10 and 11). Construction may start only after the permit, and the facility may not be used until it passes the completion inspection. Using it before the inspection can lead to revocation of the permit or an order to suspend use. The application must include drawings of location, structure and equipment and documents such as fire-extinguishing equipment designs. There is no fixed deadline before construction, but prior consultation with the fire department and the review take time, so preparation should be planned back from the construction schedule.
