New chemical substances up to 1 tonne a year require an application every fiscal year. We manage the schedule and file electronically, even when your staff changes.
Under the CSCL small-quantity scheme, a new chemical substance with a planned manufacture or import volume of up to 1 tonne per fiscal year can be confirmed without submitting test data. The confirmation is valid for one fiscal year only, so you must apply again every year to continue. If you miss the application window, you cannot manufacture or import under this scheme for that year. In addition, the nationwide total of environmental release volumes for the same substance is capped at 1 tonne, so applications by other companies may reduce your confirmed quantity or lead to non-confirmation. We manage your application schedule against each year's acceptance periods, prepare the application, check substance names, structural formulas and reception codes, and file electronically via e-Gov. We also advise on switching to GBizID, and track deadlines together with the small-quantity confirmation under the Industrial Safety and Health Act (up to 100 kg a year per workplace).

Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials.
