For new chemical substances used as intermediates, in closed systems or for export only. No volume cap, and one confirmation replaces the standard notification.
The CSCL pre-confirmation for intermediates allows a new chemical substance handled as an intermediate, in a closed system or as an export-only product to be manufactured or imported without a standard notification, once confirmed in advance. There is no volume cap and the confirmation is a one-time procedure. The substance name is not published in the Official Gazette. The review focuses on the process up to complete conversion of the intermediate and on measures to prevent environmental release. Confirmation typically takes about 2.5 to 3 months from application, longer if comments in the draft review take time to resolve. After confirmation, actual volumes for the previous fiscal year must be reported every year, and changes in use or volume require a change application.
