Polymer of Low Concern (PLC) Pre-Confirmation
KC-05 | CSCL | Polymer of low concern | PLC
For new polymers. If the criteria are met, one confirmation removes the need for annual applications, and the substance name is not published.
The CSCL pre-confirmation for polymers of low concern (PLC) lets you have a new polymer confirmed in advance as meeting the low-concern criteria, so that no standard notification is required. Because it confirms the nature of the substance, once confirmed you do not need to apply every year. There is no volume cap and the substance name is not published. Even polymers currently handled under the annual small-quantity scheme can save considerable effort if they meet the criteria. Applications are accepted at any time, and because the review is a document review without the Chemical Substances Council, confirmation is said to be faster than a standard notification. A pre-check of the draft application before formal submission is recommended. Our former chemical-company researcher checks the criteria against your test data such as molecular weight distribution and stability, prepares the application, responds to pre-check comments, and handles submission.

Applications/Examples of results
Typical situations: - You apply for a new resin under the small-quantity scheme every year and want to reduce the workload - You cannot tell whether the low-concern criteria are met - You are unsure how to compile test data into the application - You want to keep manufacturing or importing without the substance name being published

Our office is run by an administrative scrivener (gyoseishoshi) who completed a master's course at Kyoto University Graduate School of Engineering and then worked as a researcher at a chemical manufacturer, developing cosmetics, detergents, adhesives, semiconductor and optical materials. Hands-on experience also includes SDS preparation, waste liquid management and risk assessment. Because we can read structural formulas, SDSs and process flow diagrams as they are, you do not need to spend time explaining your technology. We prepare documents grounded in both science and law, and handle communication with the authorities. As a Class A Hazardous Materials Engineer and a 1st Grade Certified Skilled Worker of Financial Planning, we also support capital investment subsidies and business plans from the perspective of profitability and cash flow.
